The first CIRCUS pilot community in Loire-Atlantique has been launched

A first pilot community within the CIRCUS project has been successfully launched in Blain, Loire-Atlantique. In this French municipality, a local energy community is being supported by RECIT using the CIRCUS method.

This initiative illustrates how rural communities can actively engage in the energy transition through a structured, participatory approach. The objective is to support the development of resident-led energy production projects, contributing to increased energy resilience and self-sufficiency at local level.

A structured and participatory process

The support process takes place over several sessions, during which a group of residents is guided through the key challenges of the energy transition using CIRCUS tools. These tools enable participants to better understand complex energy topics and translate them into concrete, locally relevant actions.

Rather than providing predefined solutions, the CIRCUS method facilitates collective reflection and decision-making. Participants progressively take ownership of both the process and the outcomes, strengthening local engagement and long-term impact.

Creating space for dialogue and collaboration

Supporting an energy community requires more than technical guidance. It involves creating a safe and structured environment where participants feel encouraged to share their perspectives, questions and ambitions.

From the outset, particular attention is given to establishing a clear and supportive framework. This ensures that all participants can contribute openly and without judgement, which is essential for building trust within the group.

As the sessions progress, a group dynamic emerges. Individual insights begin to connect, creating a sense of shared purpose. Each session becomes a step in a broader collective process, guided by the CIRCUS methodology.

A foundation for local energy communities

The pilot in Blain demonstrates the added value of a community-led approach to the energy transition. By combining structure with flexibility and human-centred facilitation, the CIRCUS method enables residents to become active contributors to their local energy system.

This first pilot community in Loire-Atlantique provides valuable insights for other regions across North-West Europe. It shows that, when properly supported, local communities can play a key role in accelerating the transition towards more resilient and sustainable energy systems.
